What is Arbitrum?

Arbitrum is an Ethereum Layer 2 developed by Offchain Labs using optimistic rollup technology. Transactions are executed off-chain and settled to Ethereum, delivering fees roughly 10-20x lower than mainnet while preserving Ethereum's security model.
